They're got Yamakaze and Shigure, who can OASW crit with the right gear even without being married on their side, so Iyo isn't big deal at all.
The one who's more challengeable deal is Junyou, because she alone will bring AS+ (and with three CA it's super important because of damage dealing) to Houshou side, so Mamiya team need to bring sweet-lovers like Akagi/Kaga to counter that (most likely two of them, if Houshou also bring to her team another drinking CVL - Chitose).

It now depends on light cruisers, heavy cruisers, battleships and subs to choose their sides.
I assure not all Carriers will side to Housho though and besides... All 4 Ducks that ended up to Mamiya's side (good luck at bribing them girls) will make this more favorable to the other side.

On the other hand, they're all drunk, which is not a proven formula for excellence except in kung fu movies.

Not only that, but consider Junyou is not the only one who can contribute to air power here. Both Pola and I-14 can carry seaplane fighters. That +25 from double chevron is not insignificant at all.

If we apply gameplay mechanics and RNG controlling the battle. Well depends on how the dice rolls, either Hosho's team would win by a overwhelming effort or... "Several" Destroyers survive the day battle and slaughter them in night battle.
Now to ask the Admiral himself if he frequents more on sweets or a simple night out in a bar and we'll likely see Houshou save the finest drinks for him as well as Mamiya shelling out about 5-6 blocks of her youkan sent to his desk for appeals... never mind the silly things like open rivalry~
