Because Fate-Tamamo is an aspect of Amaterasu they were acting out their own version of that story where Amaterasu hides in the cave until she's lured out by seeing everyone having fun without her. That's what Kiyo meant by Amano-Iwato (the name of the cave Amaterasu hid in) in the previous strip.
