Speaking about kissing a woman's hand in particular, it's not exactly common, although there are situations where it can be used (mostly either rather formal events, or, on the contrary, by two people who are close to each other, in which case the whole thing can take on a playful character).

Regarding close contact in general, the answer is "it depends". The contact between complete strangers is normally limited, but hugs, kisses, etc between people who are close are quite common. This varies quite a bit depending on personal preferences though, like, in one group of friends it can be normal to give a hug when greeting each other, while in other people will just wave a hand.
