...that cat undies for boys is insinuated here as being a bad thing

He looks like he's got a reasonably impressive package. I don't think I'd object, if I were the sort to find that sort of thing appealing at all.

Look at it this way. At least his cat underwear didn't have a window like her top did. Always look at the bright side!
