Depends. If someone is just cross dressing then it isn't. If someone is cross dressing and trying to pass themselves off as the opposite sex, then trap is applicable. Depends on the situation really.

I don't think that this deserves the futa tag, since there is an absence of breasts, it appears to simply be a boy crossdressing (perhaps forced feminization).
