Hmmmm... Aesthetically similar in terms of body proportions, but it's definitely not an IBO style Gundam Frame.
All IBO Gundams have a very distinct torso joint with next to no armor or internals present. This RX-78 doesn't have that torso joint, pretty much instantly disqualifying it from being an IBO frame.
