Nah. It's supposed to Shiratsuyu after receiving her Kai Ni upgrade, although I don't think her hair will be that long.
There is already a Twitter pic, showing Shiratsuyu with waist-long hair. So you can put it in the corresponding pool AFTER Shiratsuyu's Kai Ni pic is up in the game or posted here.
