I don't know; Gamera can fly, but doesn't have wings. Whenever he flies, it's by using rocket propulsion, with the blue fire coming out his leg holes in the shell. The thing in the picture looks completely different.
Edit: After searching through kaiju pictures for an hour, it does look kind of like the 1996 version of Gamera, which looks drastically different from the classic version when flying.
