Judging from the last few strips (not translated as of current), tanuki ninja doesn't have much of a choice in the matter. That cat gang seems to be the ones who own her contract (why they're after the kitsune spirit, your guess is as good as mine), so she has no choice but to try again or get killed by her employers.

I think it's more the cat gang is keeping an eye on her (the tanuki ninja) to make sure that she is NOT succeeding in her mission. Considering the leader of the cats is an admirer of the kitsune (and not trying to get rid of her husband), like you say there's no apparent reason why they would have hired the tanuki. The kitsune, as seen, doesn't actually need the help, but probably the leader is doing so anyway just out of worry.
