I'm reasonably sure that tentacle is our old friend Enemy Naval Mine, but I suppose there isn't really enough of it visible to be sure.

Probably, but Fubuki is safe from harm. Those Buoy's can be fierce when they want to.

Can they? I mean, they're job is mostly just to float. Like, exclusively.

Those little limbs can at least paddle towards a threat. And they have the teeth of a shark, so it's the naval mine's tentacle to lose if it gets to close.
