That's Hyuuga, Ise, Nagara, and Akashi, attending a badly wounded Akatsuki and Abukuma inside Roon's regeneration room.
Akatsuki and Abukuma apparently duked it out after the doujin cut away from the scene, but Roon is still okay inside her regeneration tank.
To add to this, Akatsuki is the most severely damaged out of the current lot (heavy damage, missing part of her body, unconscious and in critical condition), so Hyuuga and Ise are directing the emergency repairs.
No wonder Ram and Rem the Raiden duo are pissed off. 'though yeah, they'll be joining their sister soon.
Rest of the shipgirls are just heavily damaged and unconscious, except for ABKM, who's only at light damage (but still unconscious, 'though of the lighter 'fainted' kind).
Guess being a ninja isn't all the much hot stuff after all when you deliberately throw away the element of surprise. Sort of like real-life DD vs. CL fights.
who knows how much damage will fleet carriers do when they finally take action (looks at enterprise and zuikaku, and probably Kaga), we saw first hand what happened to Roon after fighting Akagi.
