Actually our precise allegiance is very unclear. None of the girls ever mention an Emperor or a government that they're loyal to. I'm not even completely sure we're part of the military, since we get our missions directly from Ooyodo, and who knows where SHE gets them from. I assume fairies.

And anyway, this time around the Abyssals are vacationing and turned Shinyou into an angry undead shipgirl so they get beaten up and we bring her home. And then we beat them up some more because they've got some other shipgirls we need to rescue. If they didn't want to get beaten up, they wouldn't have drops.

The only casualties here are Abyssal. I don't see any dead humans, nor did the shipgirls mention it. Or any proof this was ever our territory originally.

Invasions do have a tendency to get people killed. Also, I wasn't aware that Sri Lanka was inhabited by albino sea-creatures.

And at the same time, there's no proof they're not citizens. Unless you believe that robbery is a valid way to introduce yourself, I'd say Akagi and Kongou are the baddies.
