It only takes one approver to approve something, so it's more accurate to say that all but one of the approvers "not interested" all of them. (And for all I know, Kuvaq might just be a really big fan of Plank from Ed Edd and Eddy.) The artist's works are not all BAD per se, but they're all kind of on the border.

In this case, it's not the degree of biological relation that's skeevy, it's that he's the Revered Founding Patriarch of the Dynasty by her time, so it's an unfair power dynamic. He made the moves, she wouldn't really be able to say no.

In terms of genetics, it isn't as bad as compared to doing it with your cousin or your half sibling. Though seeing as Awakening explained time travel in the game is more like multiverse theory. It isn't that bad. Despite in our eyes it's morally wrong.
