For those who might be wondering what the commentary is talking about, Dankanemitsu on Twitter offers a translation that fills in the gaps using knowledge of kimono attire:

"The sarashi [long bleached cotton cloth] isn't altering the figure of the wearer as it's supposed to [as that's considered preferable for kimono attire] but it can't be helped, can it?"

From what I gathered by a quick search, the sarashi is supposed to compress a woman's bust so that she'd appear to have a slender figure, which is the traditional ideal for female beauty in Japan. Jitome-chan's bust, of course, is prodigious enough to defy such a flimsy piece of fabric's attempts at constraining it.

How strange to see Jitome's eyes in a different expression.
