It's a parody of the manga/anime Uchi no Maid ga Uzasugiru!. Tenryuu is in place of the maid, Tsubame, a former JSDF member with an eyepatch who has an unhealthy obsession with her mistress Misha, a half-Russian girl. This post is referencing the running gag about how Tsubame keeps trying to get Misha to wear frilly dresses she specifically made for her.

Ok, that makes perfect sense :)

This connection doesn't even make it any better given the fact that Tenryuu is the babysitter for the destroyers.

I know this is an UzaMaid reference/parody, but Tenryuu herself fell prey to this once.
