As mentioned in the next bubble, it's not a standard yaku. If used, to claim this yaku, your hand have to contain nothing but wind tiles, 2 pin, 4 pin, or 8 pin (i.e., tiles traditionally painted black).
At least with that exact hand she can still claim, at minimum, toitoihou (all triplets) and hon'itsu (honours and exactly one number suit).
