No, I think it is more that the Commander can't spend his time playing around nearly as much as the girls do. Lazing around whilst there is paperwork to do and regulations, vacation days, health and mental care for the girls, maintenance and so on does indicate that lazing around playing videogames would be something that would be on the backburner.
I think it is more logical that he would say no due to not being able to do it... yet (as is said in the text itself).
In the future? Maybe.
