The human breasts is made up of, primarily, a fatty layer on the outside (which gives breasts their soft consistency), and a core of glandular tissue (the milk lobules and ducts). The actual proportional composition varies immensely person-to-person (and even at different stages of a person's life), but in general, the larger the breasts, the more fatty tissue there is (you don't always have more milk production lobules with larger breasts, and some smaller breasts can produce a massive amount of milk due to having large volumes of milk glands, even though small).

Very small breasts do tend to have issues with breastfeeding due to the lack of tissue in general, but it's very rare for a new mother to be unable to feed; the breasts will naturally increase in volume (though more active glands) to assist.
