Rough sketchss are perfectly allowed, this isn't even a particularly "rough" one at that. I'd like someone to identify what's outside of an anime style here, note the ear-type things and very obviously manga-styled eyes. If you don't like something, maybe you could flag it as poor quality, but the the charge of not being anime-style is wrong since the artist is clearly using methods from manga/otaku art.
