I mean, random unsold merchandise dump bags surprise bags aren't usually sorted according to very specific measurements, and getting a good-fitting bra would be a statistical longshot.

Plus, Akatsuki's obviously on the small side (compared to adult women that bra was obviously made to fit).

I don't think it'd make her look very adult to be sitting there with a bra draped around her with several inches of loose sag, and having to hold her underwear up by hand because her waist is 6 inches too small.

The panties didn't look too large. I think those will be fine. The bra clearly doesn't fit our lady, however.
