It's a reference to the ramen scene from the Kita no Kuni Kara ("From the North") TV series. The man in the scene (whom Shigure quotes partially) is played by Tanaka Kunie.

The One Piece character Borsalino (alias Kizaru) is drawn as a caricature of that very same actor, and his clothes (sans Marine coat) are also based on another Borsalino (played by Tanaka Kunie), from the Truck Yarou ("Truck Guys") series of movies.

And Borsalino/Kizaru is an admiral, which is presumably why the artist chose to draw him instead of a character played by Tanaka.
