Just to keep the record straight: that is not always the case. If the image contains a certain degree of implicit suggestiveness, it needn't actually depict exposed flesh or sexual acts. The tongue kiss, flushing, and panting are pretty sexual. The fact that it's a child with a clearly older man puts several nails in it.
