If she'd show up again, Ooi and probably Kitakami. (In Kitakami's case, it'd be accurate, and she probably would just hand over store-bought ones.)

If she'd show up again as anything but Hiei's sister who never makes a move and stays at home, Haruna might make elaborate home-made ones, then chicken out at the last moment and say they were leftovers from what she made for her sisters.

There's a slight chance Akatsuki might, if she got flustered and tried to back out of giving honmei chocolates. If she didn't store-buy them, though, it'd be a twisted lump and she'd have cut/burn marks on her hands, though.

Akagi and/or Kaga, after changing her mind, and eating the chocolate she was right about to give Admiral.

That's the best kind of Valentine's chocolate, the kind made with lots of love. As fine a lady as she is, though, I think I'd best leave her to Admibro, who has already paid the price.
