I think she's the same as the older Kaga, just a lower "level". Usually if it's the container or helicopter carrier ships there's a difference in the outfit, while here they're pretty much identical aside from height.

It's DDH Kaga because her name is written in Hiragana and not Kanji like JSDF Kaga.
