Except she's also pretty much a totally helpless civilian whose response to shooting in-universe was to have to rely upon her boss's protection, and would presumably die in one shot because she isn't armored or have system redundancies like a robotic body would.

#1 rule of bars, don't touch the bartender. As a corollary, don't let the bartender get hurt, she makes your favorite drinks. The only way I can rationalize this crossover is that all her OP patrons dropped everything in their lives and signed up to protecc her. Even though I don't drink, I can sympathize, Julia is a QT.

I'm pretty sure the justification is much the same in the other Crossover.
They just copied Jill's personality into a T-Doll so they can have a Jill of their very own, since obviously Jill already works at Va11-Hall-A
