My guess is that it has to do with how Suika is sneaking into the tournament, dressed as Koakuma. Shikieiki noticed and wants to rule to allow her in regardless (like she did with Yuugi and Orin.)
I think she let the other two in because Yuugi was obviously well-versed on Kinnikuman and in her debut appearance, Shikieiki proves be quite the secret fan of the series. But I'd imagine that in this case, it's more that she just thinks Suika looks cute? (unless there's a Kinnikuman reference hiding there somewhere.)

It's happened a number of times; the most notable of the incidents are the "Kinnikuman Great" ones however (as he was first a disguise for king kamehame, and second a disguise for terryman as king kamehame as kinnikuman great).
