IIRC he did Kai her and there was some debate here about Kai Ni since it would sacrifice some FP to make her a BBV, the advantages of which Kidmiral might not understand.

He can't have because according to her stats on the kancolle wiki her standard forms FP is higher than her Kai's FP.

This event was rather lenient in their deployment. A standard STF Combined Fleet sortie into the E5 Boss Node often includes Kitakami and Ooi, along with Abubear, in the Escort Fleet without any routing issues.

Then again, this event also had a Boss Fleet with 5(!) Installation-type enemies, so torpedo cut-ins do jack squat there. Landing Crafts and Type 3 Shells had a field day there.

Slow Battleships are taking the fall lately, though, and some routes are locked out if you use them. 'Tis the Age of FBB (or, really, a fast fleet) now.
