This is too on the nose for being just a coincidence. Allister and Bea are separate characters but occupy the same gym between versions, just like Youmu and her ghost half are separate entities but occupy the same body.
And then the fact that Bea is just tanned Youmu and Allister is a ghost type gym leader. Someone at Gamefreak likes Touhou.
I'm gonna be on the look out for any new pokemon that look "strangely" like any Touhou characters.
