I think the joke is Gamby want to be the 'parent' one, but ended up be 'parented' by Sam.

Not really. For the Japanese ships, they are clear who is the eldest so the eldest sisters take the reviews. For they are really the only one related enough to be the parents.
But for the foreigners, as it's getting old, a little spices were added: the foreign DD are not scheduled, then now there are those who give reviews and those who take the reviews. As they were not scheduled, they seem to be able to choose.
