I wonder what exactly did Mitori forbid for Kyouko here? Movement? Entry to that exact cave she's heading to? Kyouko generally?
If she can prohibit others' exit routes, I'd say Mitori has been really generous by only preventing entry into that cave/going near her instead of trapping and killing Kyouko.
