No, it is an explanation. The initial posting of these pages were by someone who uploaded files that the artist had not released publicly. The artist requested they be removed from the site. Now Ido-san is releasing them publicly (on NicoSeiga), so they are considered fair game for being officially added here.
Not to mention that these newer images are revised from the previous versions, mainly in being larger and having individual titles in the artist commentary rather than at the top of each page. (Ido-san even corrected a grammar slip for one of the titles.)
