For new artists:

Tag the artist as "artist:artist name" in the tags.

Then click on Artists on the top bar, then "Add artist." Put the romanized name under name, Japanese name under alias, then all websites where the artist puts his images, including image servers (for Pixiv in this case, both the artist's main page (http://www.pixiv.net/member.php?id=525683) and the image server: http://img25.pixiv.net/img/tsudero/).

You can also click on the ? next to your newly created artist tag to get a leg up in creating the artist entry (you will get an empty artist field with the artist name filled in already).
