I can find some hits for the former on pages relating to Bluetooth speakers, but I'm not certain if that's the correct nuance. I don't see anything in this strip indicating a Bluetooth usage.

しゃべぇ refers to シャバい. コール refers to revving.

Well, heck, I wasn't taking the slurring far enough. Heaven knows I've seen the -ai to -ee vowel shift enough that I should have figured it out.

Almost seems like they're trying to play them like musical instruments, get a rhythm going like on a drum or something.
