I don't speak moon, but I think that's what the Pixiv tags say.

The artist's tags don't say it though, only one tag that was added later by other users. Konata's eyes are green and the mole is on the wrong side too.

I don't think this is Konata.

Whatever tag it was is gone now and coupled with the reasons mentioned, I'd say you're absolutely right.
