This is certainly a peaceful passing of the seasons, possibly the most peaceful I've seen on Danbooru.
Edit: Yeah, I don't get why this wasn't approved either. Seriously, this site has some strange approval standards sometimes.

From what I understand, if users below a certain 'rank' (site privileges??) post something, it is put into a moderation queue. Once there, it can either be approved by a high enough ranked individual or voted on by enough people with lower voting privileges. Enough lesser votes can get a drawing out of the mod queue.
I'm not sure what the voting options are, but I'm assuming that the phrase just means they didn't vote to approve (though there might be an 'abstain' type option....I certainly don't have the privileges to know).
