Noelle is wearing "armor" (I think she's the only one in all of the available character that wear armor). I'm pretty sure wearing metallic object on your body to a cold place is way worse than wearing little clothes hence why she wants those gloves instead of her armguard here.

Noelle is also wearing a full dress and a bodysuit underneath, she is literally the most clothed character in the game.
Weird that Noelle is cold, cause she can endure Dragonspine coldness for a long time it in lore.
If I'm not mistaken, the current weather on Dragonspine is abnormal compared to the usual conditions, so it would make sense that she's being genuine with her expression, likely didn't expect it like others.
Diluc is is probably one of the warmest characters for that region, I'd be more worried about Mona, Fischl, heck most of them. Noelle is the most clothed girl in the cast right now, excluding the women, Klee, and Qiqi.

to be fair, the lore mentioning her on dragonspine indicated that she had a coat and was zoned-in on saving the lost npc. and she *was* unconcious with a high fever for days after she got done, after all.
