Not really weird at all. Pixiv doesn't have the same tag strictness danbooru has, and images are limited to 10 tags, so large image sets often only have one or two characters tagged, if any at all. The artist only added two themself, FGO and Gudako, the other character tags on the source were added by other users.
If the person who uploads the image to danbooru doesn't recognize the character, and the source doesn't have them tagged, then it's not particularly surprising for the danbooru post to not have that character tagged either.

Tags are more about which communities you're making your art visible to than being a comprehensive searching tool. It's not like artists want to spend the time tagging. They'd rather just post everything on Twitter.
It also cuts down on the amount of misuse e.g. tagging every popular copyright in existence just for the exposure.

Interesting. I’ve never even considered the idea of exploring the system by just and tagging
