Take this with a grain of salt: kishiyo apparently designed type 95 as his ultimate waifu and had an idealized voice for her, so when she got a not-well known VA he didn't like it and complained to Yuzhong (GFL's producer). Apparently Yuzhong didn't like kishiyo's complaining so the latter jumped ship to Azur Lane and basically remade his waifu there (note the obvious similarities with Atago and Azuma).
Should be noted that the devs, do keep old submissions on standby, so this could technically be an old submission if its by Kishiyo, then again it could still be a recently added submission but who knows. Will have to wait until the procurement pool is live on the CN server, can check directly who the costume artist is then. Personally it "looks" like Kishiyo's style, but i'd still be skeptical.

I'm inclined to think that Suisai might have used his influence to set it up as him and Kishiyo were rivals (more on Suisai's side due to Kishiyo being more popular despite having similarly limited range). I can see that happening as it certainly did damage Kishiyo's reputation among the GFL crowd.
As far as the skin itself, either it being old (Kishiyo's 2 china guns were rather popular before the incident) or someone who's able to draw in a similar style. But I wouldn't put it past MICA to release an old design just to make him look bad to AL fans.
Suisai himself also got into some controversy with the GFL devs and then drew for Azur Lane. Funny how the world works huh. And yes both of them were (im)famous for their same face art style. Tho it wouldn't surprise me if they did get an artist that could replicate kishiyo's style. Apparently, GFL devs got a replacement for infukun who now draws for Arknights.

Dunno if Infukun even does that anymore; heard some stuff about him not being able to control his mouth in regards to Yostar (because biting the hand that feeds you is always such a wise idea... not) and getting the boot. And that he's back to freelancing for MICA.
But Suisai (and waterkuma) were enlisted just due to that rivalry (hard to justify Suisai's infamy and waterkuma's typical low quality otherwise) It's funny as now Suisai and Kishiyo's positions are reversed (in that the latter is a artist of note in Manjuu)
And having seen Zb-26 get a wedding dress skin at the same time shows another angle of spiting Kishiyo (assuming people go for zb-26 over type 95 like MICA's expecting)

These names were taken straight from the games files, so this should clear up a few things. The rest of the girls in this batch were drawn by their original artists.
