From my perspective, it seems Jo'on has half a mind to try to sneak attack Byakuren, but couldn't due to Shou being there. Jo'on also makes the mistake of saying this and doing so too loudly, making Shou notice her.

I think that's what she's explaining to Kyouko, that if she tries to get to Byakuren, Shou will ask her what she's doing.
