I think is because they’re both poor... and Also Sisters Of more popular (or... more forgettable?) Sisters than themselves... (Jo'on for Shion, and Toyo for Yori.)

Sometimes there isn't a connection. The artist probably just wanted to draw the two together for no reason other than to draw them.
