No, unless Admiral Gorshkov once served in the Soviet Army, that's not him. The shoulder board shows the Letter Code "CA" (or "SA" when converted from Cyrillic to English), which stands for "Sovetskaya Armiya", the Soviet Army. If we are to look for the Black Sea Fleet's Letter Code, it would have been the Cyrillic Letter "ЧФ" (ChF, stands for Chernomorskiy Flot - The Black Sea Fleet)
And no, this is not the uniform of the Soviet Armed Force back in the '30s, the Letter coding system was introduced in 1972.
