That's technically Castlevania with some Touhou mechanics and characters here and there. He was talking about a game that would be a prequel to the current Touhou canon, a game where Sakuya's a vampire huntress trying to take down the Scarlet Devil.

maybe not, but that's not TouhouVania Legends' case. While it would be nice if this game was actually made, I feel it would be difficult to create an interesting fangame out of it, because the original game was good enough as it was, and it seems difficult to think of a way to tweak the gameplay to avoid the feel of "more of the same".
The part I liked the most in CV Legends was the characters, and how there was emphasis on the beginning of the series' legend. Also, the final dialogue, too.
