    It probably is, yeah. I think what threw them off was the hat/hair bow being on the wrong side, but you can see a side ponytail, which Remi doesn't have. Also her hand is backwards

    Edit: Ah, they've drawn Remilia like this before. I think it makes more sense to be Flan, but now I'm not sure who it is.

    I couldnt quite tell which one it was due to lack of wings and that previous post from the artist made me feel like it could go either way but now that I look at this post again, the fact that the bracelets are rainbow and have gems on them, it gives more credence to this being flan.
