It's not because of Hololive creative policies (which has allowed the mess that is Haachama/Hato split), but rather Youtube's new policies that makes any type of video uploaded that LOOKS like it's promoting drugs instantly lose their monetarization status, and can even earn you a strike.

This is my 2 speculation guesses so don't hold it against me. Coco is heading out with Yagoo's hidden blessing. Coco might make the jump over to twitch site where the rules are more looser. She will make her own Vtuber group and will be a test bed for new ideas and maybe a farm team for new vtubers for Hololive. Making a new company is not easy nor is it cheap. I can guess Coco might not have the money to do that on her own unless Yagoo is backing her with funding.
The other guess is that Coco will have to pack up and move over to the U.S. and help her mom take care of her grandparents with their failing health.
I might be wrong on both guesses but let's see how it turns out. I just hope she'll return one day.
