This... weird-looking racecar (Chaparral 2J) has two fans yoinked from a tank engine mounted at the rear, driven by a secondary engine. For generating additional downforce (in theory it can even drive upside down on a ceiling), though the fans by themselves can also propel the car forward.
Those fans were also purported to throw debris at racers behind the 2J, leading to no end of complaints.
