I assume it has to do with the real life horse.
The real-life Silence Suzuka had a habit of turning left on the spot in his stall. Constantly. It got so bad (very fast spins that risk him smashing against the wall at high speeds) that they had to hang several tires and tatami mats in his stall to dissuade him from doing so. Like what this image is referencing.
The hanging stuff did stop him from spinning, but it also stressed the horse out causing him to lose his races, so they took them away soon after. And back to spinning, I suppose.
Ironically, the horse died from a fractured left foreleg in a race while turning left.

It's a tragic one for horse racing fans in Japan. It's not that Suzuka died from the fracture itself, it is diagnosed that the fracture is unlikely to heal and trying to heal it may hurt the horse, so they euthanized it on the spot
