It doesn't matter where it's from, as long as it's on-topic and good.

This one could go either way, it's so-so quality.

More or less true. But I know that about a year ago, it was a fairly well known (yet unwritten) rule that Deviantart posts were never approved. The exception was usually for the handful of eastern artists on there.

dA or not, I'm still in shock that there are so many Sigurd pics approved. I get douche-chills every time I see his stuff.

May i ask, why?

Mostly they sucked or people were posting their own work.

Aren't all posts uploaded also suppose to be Japanese created? I made the mistake of uploading quite a few (good quality, mind you) American drawn images and they were all deleted.

Whether a post is of good quality is a matter of opinion, and it's the admins, mods, and janitors whose opinions matter.

Yes, Danbooru has a bias toward Japanese artists, but that's inherent to the nature of the site.
