This is what I have concluded: I think this image simply doesn't include anybody who is the same character. Samus and Zero Suit Samus, same character, different outfit. Link and Young Link, same person (in ocarina of time), but different age. Toon Link is still there because he is a completely different person from a different period of time with the same name. Mario and Dr. Mario, same person, different outfit/job.
