I'm terrible at deciphering moon, but from what I understand:
In the previous 4koma, Flan asked China what she was doing. China responded that's she training herself [physically and mentally]. For mental training, China referenced a saying that roughly means, "if you've eliminated your mind/thoughts, even fire can feel cool," but the problem is that the phrase for "mind" is literally written as "heart" + "head"...
...unfortunately, Flan misunderstood and interpreted China's words LITERALLY by destroying her own heart and head...so now, she can't regenerate her head, and poor China is getting punished severely for this. xD

It's the same way when you grumble to your siblings while your mouth is full. You can understand the grunts and groans of each other in a conversation. (Well, at least I can with mine anyway)
