Not really, the way SwSH rates the curry you make in game is by assigning it a class (Koffing class(worst) -> Wobbuffet class -> Milcery class -> Copperajah class -> Charizard class(best)), so I think the pokemon are placing bets on how Ditto will rate it via transformation, Centiskorch betting on Charizard class, Litwick betting on Wobbuffet class and Flareon betting on Ditto transforming into the shape of the curry itself.
Edit: And now that I think about it, that explains why the other comic with Victor shows a lot of Koffing-shaped smoke balls.
